Because it's named after football, which IS soccer.

Ah! I was bout to say that USA is the only country which calls it soccer. The term soccer came from association football which was shortened to assoc which became soccer which originated in England but is no longer used except by Americans, US Americans.

Yes, I am aware that many countries call soccer football, but even so, in those countries foosball is called table football.
