This doesn't really make sense. They're not touching her vagina, they're touching her belly, where your sperm and her egg is. So they would be congratulating both of you.

Of course the sperm that cause pregnancy may be delivered by your penis, but are actually manufactured by your testicles, which are the organs that should be congratulated. However, I don’t think you would appreciate being patted in the balls by all your girlfriend’s friends!
