we had an earthquake one time and everything was down, and all the neighbors were hanging out outside and talking, it was really cool.

Although I doubt it would last long, some businesses rely on the internet. For the common citizen, I do think it'd be nice to see everyone out and about.

But... you can do this anyway. If anything, doesn't shutting down the Internet HINDER socialisation? I know I have some distant friends I can't keep in contact with without the Internet.
