But its stupider to pay teachers who teach well the same as those who can't teach. Its not the quality teachers fault that they always seem to just magically get good students.

Good teachers would find a way to make the student interested in their class.Bad teachers just go like 'whatever' and put a bad grade.

But if a good teacher has a classroom full of students who just don't care regardless of what they say or do, that good teacher will get paid less for a stupid reason.

I agree, not because of the students failing, because that IS the teacher's fault, but because paying less for failing students would lead to teachers giving studens amazing grades even if they don't deserve it, just for the pay raise.
