He was sposed to be a dragon/water type but if they had implemented that in red and blue he would have no weakness and the developers thought that would make him overpowered so they made him flying

Doesn't Sableye have no weaknesses? And neither does Spiritomb?

Yeah, but Sableye has rather low stats, and Spiritomb is usually banned in organized competitions, and is also harder to obtain than most legendary Pokemon.

It would have a weakness to Dragon if it was Water/Dragon, but otherwise that explanation sounds plausible.

in red and blue the only dragon move was dragon rage which has a set damage of 40hp so essentially in red and blue there were no dragon type moves.
