I'm taking the key word as 'make'. It is not such a big deal to have to pay a fine over, but at the same time it should not be free. People, however, will not pay if there is no fine involved. An ideal system would be cars beign wheel clamped automatically, then you pay to release them after you come back, so you don't need to make a mad dash to beat the meter.
