Nazi zombies was created in World at War where the story line was about killing nazis and Japanese in the second world war. Black ops is about a series of events throughout the cold war into present day, and they threw in some extra zombies because it was so popular. Because It didn't specify I always assumed they were 'Soviet zombies' or whatever
