It can't happen. When you break your spinal cord on a certain spot, you lose the connections from the muscles - neuron - brain. So, it's impossible to be paralyzed above the waist and not below because of the way the neurons are arranged.

It's impossible because paralysis is when the spinal cord is broken and the brain cannot communicate with any part of the body that connects to the spinal cord below the break. For example, if you break your neck and survive, you'd probably be paralyzed from the neck down because the spinal cord was ruptured in the neck, and if your spinal cord is ruptured at the waist, you'd be paralyzed from the waist down.
