Apparently in Canada, there are too many unreported crimes. I'm not trying to raise a scene or anything, but how do they know there are so many if the crimes are UN-reported. amirite?

Well the evidence of the crime exists. Just not the cause of it.

There is always anonymous surveys and stuff like that. I know those are common in America. Usually people answer honestly on those.

They're called self reporting surveys.. And there's always a 'dark figure of crime' no matter where you are..
