It is when you have a piece of hair generally a few strands of the hair on your head sticking up. I don't know if it has to be hard to comb down to be qualified as a cowlick though.

I used to think it was pronounced "collic" I have one, but you can't tell unless I part my hair differently. It's annoying >:(
