If the word 'freak' is supposed to be the good replacement of 'fuck', why doesn't it sound right when I say, "Oh my God, everyone is fucking out over that penis we saw in Sex Ed yesterday!", amirite?

Because it's not always a replacement. I've only really heard people substitute the word "fucking" with "freaking" in an adjective sense: "That tests was so fucking hard; That test was so freaking hard", but doesn't work in other ways: "I went over my boyfriends house and we were up all night fucking; up all night freaking"
