Suspect, no, just use a tazer. But if they saw the person commit the crime, it is still unethical, but if it the only way to stop them, then I suppose it is ok

Unprofessional. Hitting, maybe. Beating the living daylights out of, no. Once they're subdued, the violence should stop.
