Nuh cos he can take it off the armor and interact without it, and other people can wear it too. The chest plate just keeps him alive, but it does work with the armor to give it greater power. And a cyborg is someone with the fusion of living tissue and synthetic components that gives them the enhanced effects like strenghth and reflexs, and they can't take it off at will, like robocop. Tony Stark just has an advanced pacemaker. There are tonns of DC and Marvel super heros and villians without "powers". I know way too much about this for a girl -_-

This is actually the only reason my brother was allowed to be batman in preschool. Near Halloween, someone decided the kids couldn't dress up as anything magical or super. It was really stupid.
