Well, being Jewish is a race, and Judaism is a religion. So there are people who are part of the Jewish race who don't follow the religion, and vice-versa.
Jewish is an adjective describing the state of being a Jew, or a member of the tribe of Judah, in which all members follow Judaism, so as Saadyiah said, you either follow the religion or you don't.
Well it's not really that either you follow the religion or not. Even if one doesn't want to be religious there are so many beautiful traditions that can make one identify himself with his people that won't tie him down to the label 'religious'
