it is stealing to take something of value that is not yours. If you pay for the service, then someone who uses it without permission is stealing.

They paid for an internet connection to be available in a certain location. Whether or not someone uses it, they got what they paid for. If they don't take the ten seconds to create a password then its hard for them to complain that someone is using the the network.

Actually all my neighbors are dead (live next to a cemetary, and all) so no, I am not stealing someone else's internet. AND my family and I have a password for ours so nobody can steal it.

If you're just looking at websites its not a huge deal, but downloading lots of movies and other large files on someone else's internet service is a different story. Most people have a monthly download limit.
