I voted NW, because even though I think intent means a lot - someone calling someone a racist word with the purpose to hurt them is more harmful than someone who accidently says something racist and didn't realise it, you can still be say something racist without meaning to, or subconciously. Also, I think it's important to only label words and actions as racist, rather than people.

Basically what Simon said. If I jokingly say "nigger," I may not be a racist, but saying "nigger" is still racist.
