Did Voldemort want to rule the whole world? I thought i was just the UK... Maybe they had a policy of isolation like the US before WWII

I agree with B10ckH34d, I think that Voldemort's power was only reaching the UK before being taken down. If he had won, he'd probably try to expand, and then international wizards would get involved. Pretty sure there's a crapload of WWII connections in the story, so the isolation thing fits well with that.
