Oh, I understood, but how can you be sure of what anything means to that person ? Even if you ask them. They could lie if it was personal. And they are just kids, so maybe they want to seem cool. They might not want to let people know what it means.

Well if it has meaning, why not tell, the whole point of tattoos is to have a story, to tell, and show. why get a tattoo (that people will more than likely see) if you're not going to tell people what it means to you.

Like I said before, it could be personal. And I think you have something wrong. If you think that the 'whole point' of a tattoo is a story to tell, you are terribly mistaken. The majority of people that have tattoos get them for personal reasons. I know many people with tattoos that don't like to talk about them. Why? Tattoos are a personal choice, and a symbol of something. Not everyone wants people to know about their personal experiences/opinions.
