When they say 8GB they mean 8*10^9 bits. So 8,000,000,000 bits. But when the computer says 8GB's it means 8.5899346*10^9 bits. So 8,589,934,600 bits. That's where your discrepancy is.

Yeah, mine's supposedly an 8 gig but it's actually 7.47 gig.

It's less than 8bg because the rest of the space is used up by the operating system etc. It's not a flash drive, it has software too.
