Righty-o, let's talk about a government, and let's talk about morals. Many state governments have (in the United States, at least) made is so one has to wait until he or she is sixteen to drive. Does that really have a moral code? Not really. Your morals don't really depend on what age you're allowed to start driving a car. On the other hand, it is illegal to murder someone. By some terrible logic, you've found that by reversing concepts, you can justify taking someone's life, right? Wrong. Morally, murder is completely wrong. My point is that even if the government decides that killing everyone is perfectly fine, it'd still be wrong morally.
