I guess it might depend on the zoos you go to but zoos I have been to don't let the animals do whatever the animals please.

On the contrary, I think zoo animals are given more liberation than people in public places. When you're in public places, there is a set of unwritten rules one must follow if they want to be socially accepted. Imagine if these rules did not exist; that's where the real entertainment lies.
