Abbreviations are shorter than what they mean most of the time. Time language, takes more syllables, and people have to think for a second for the time.

Lol, not necessarily. If I´m just wondering what time it is, and they say there´s 13 minutes until noon, it helps because now I just now there´s 13 minutes til noon. I don´t care that it´s specifically :47 (sorry for the wrong apostrophes, too lazy to switch languages now).
Besides, when one asks for time, it´s rare that they actually want the specific minute, they´re just waiting until a certain time so "13 til an hour" actually helps quite more. For me anyway.

There's 13 minutes til the hour. You have to leave at 5 minutes til the hour.
Total math needed: 13 - 5 = x
The time is 11:47, you have to leave 5 minutes til the hour.
Total math needed: 55 - 47 = x

I only use within a 10 or 15 Minute range of the hour such as
12:15 = 15 after or 15 after 12
I have never heard anyone say 16 til 5. That's stupid.

Well I always assumed that when people say "12 'til 10" it's most likely rounded. You know people. People like to round doaz numbers.
