True. Some animals have evolved internal ones, but the fact that most still have external ones shows that evolution doesn't make consummate structures, just good-enough ones. Pun intended

It's also possible that external testicles lead to increased sensitivity in the scrotum region, which lead to more enjoyable sexual intercourse, which lead to increased sex and reproduction among people with external testicles. A hypothesis I'd love to test with you my good friend
