Crimes- he basically steals an entire species from their homeland and then doesn't pay them anything, illegal in Britain at the time. Also no person has entered his chocolate factory until the kids, so it's never been health inspected He took a bath and sang on that weird car thing when Mike and Charlie were the only kids left. That's kind of loose
