They can't ricochet in random directions, because all forces are equal. They can't phase through each other because for that tiny amount of time, a double-power photon would exist. They can't bounce back, because then there would be a time when they had zero velocity, which is less than the speed of light. they can't even explode, because they are already the smallest bit of energy, a... amirite?
