While I haven't actually voted on this, I would like to offer an explanation. The aliens have to be smarter than us, or it wouldn't be possible for them to appear in the movie/show. The aliens are usually the ones "finding" humans (as in, they are the species that travels to our planet, not us traveling across the galaxy to theirs). Since they found us, they must have superior technology and are therefore their society is more advanced. As humans we recognize that we currently don't have the technology to "find" aliens, so unless the movie/show is set in the future, all interaction between humans and aliens can occur when the aliens come to Earth.

That, and also if you're expecting to find aliens, you're not going to be sending the high school drop out on an intergalactic diplomatic trip. You're going to send your best minds to make a good impression.
