And then it's weird for gift shops that are right next to the ocean to sell sand dollars and shells.

Not all of it's broken, you just have to know where to look. In fact, sand dollars are living creatures found just off the beach outside of the surf current, so they are rarely found broken unless they are dead or a starfish gave one a battle wound. I've even found whole shells nearly the size of my head before. Like I said, it's all about figuring out where to look. Every beach has some sort of 'sweet spot'.
