People like watching dramatic things. I don't think "I really can't decide between Harvard and Yale" makes for a very dramatic plot.

Who's really successful at 21? Most people are still in college by that point. Also I don't think you'd get many people that are graduated high school two years early to be "16 and college bound". Those shows wouldn't last 2 seasons.

Because "16 and bound for college" or "21 and successful", doesn't reinforce a belief that the government needs to take care of everyone.
