People should litter biscuits instead of garbage so that the homeless would always have a steady supply of bread and whenever you were hungry you could just pick one up slam some jam on it and have a nice biscutty snack, amirite?

Yeah cuz people are gonna go to the store and buy biscuits to throw on the ground, imstead of the wrapper to their food.

Or people should start eating the wrappers of things, so that when they're done they will have to throw the food as litter. That way the homeless can //eat// the litter. This would solve both problems - they won't be hungry and the streets will be clean.
