If a person says snotty things, chances are they're snotty. I mean, what else could possibly make a person snotty other than acting snotty? Some people really should grow up but that doesn't mean anyone has the right to say it, and if they think they do have a say in how people should act they're not very grown up (unless it's your parents)

Yes it does. They have the right to say anything they want. It's dependent on how the person takes it. If you're running around spouting memes at everyone who doesn't give a shit and saying "KAWAII DESU!!" seriously and yelling at people for not liking anime or MLPFiM or whatfuckingever and you're //fucking 16+//, somebody should go up to you and tell you to grow the fuck up. If that person is bothering the people around them, then that person needs to grow up, and somebody needs to tell them. If they're bothering nobody, then they're probably grown up anyways.
