'Often dress codes prohibit girls from wearing strapless shirts as if guys are turned on by bare shoulders' is what I think op was going for.

AH. Well we kinda are. Indirectly though. BAre shoulders make it look as if the dress is about to fall off and show underwear, so we subconsciously treat it as almost underwear. I think the same might be for legs (the more you see of legs the closer something else is to visibility) but they could be for running from predators.
