How cold could you possibly want something? Maximize the surface area of the food you want cooled, and toss it in the freezer for a few minutes.

It's not about the extremity of the coldness, it's the quickness to the temperature that you want

Okay, then. A freezer should suffice. A bowl of boiling ramen put in the freezer will be cool to the touch after three minutes, maximum. Not to mention, ramen isn't a solid and has a less-than-ideal ratio of surface area/total mass.

it's called a freezer.
