+69 Time must exist, regardless of how we measure or perceive it, for motion to occur,there must be period during which it takes place, that period is defined as time, which we decide to measure in seconds, amirite?

Yet time is relative, as it is based on the rotation of the earth. If we were on Jupiter, or mars, time would take on a whole new meaning. Time exists only in our minds, since it's all we are able to understand.

What would you say to someone who states that length and any other measurable quantity doesn't exist and only exists because we need it to to make sense of our world?

Well that begs the question of whether you even believe in an objective universe. If you do, then time is the dimension matter uses to move from one point in three dimensional space to another, whether someone is there to observe it or not.
