I agree that teenagers shouldn't dress like that and they shouldn't be surprised when people treat them like that (even though those people shouldn't); however, parents don't usually dress their teenagers. By time kids reach that age, they are dressing themselves and deciding what they want to wear. A parent can tell their kid that they can't wear it, and that should sometimes happen, but if a parent is totally controlling, it won't end well foe the kid.
