Doesn't exist. It's only used as an excuse for those who don't care enough to take proper care of their bodies.

Freshman in college can gain a bunch of weight maybe because of the newly found freedom that can lead to bad choices health-wise
I don't think it happens that much though
but the pounds escalate quickly from the stories I know of
15 is just the number that was chosen to represent the pounds
also, the expression isn't limited to Freshman
it happens to Sophomores, Juniors, and Seniors too
