Indeed. If Nazi Germany had somehow won WWII, the doctrine of social Darwinism would be much more pervasive. Empathy towards the less fortunate might be seen as weakness and loathsome.

Prime example: The American civil war. One nation invades another and forcibly imposes its laws on the conquered people.
