"China has more honor students than America has students." So what? That's kind of a bad comparison considering that the population of China is ginormous in comparison to America's population. Amirite?
In the movie "The Social Network" the main actor claims there are more people in China with genius IQs than there are people in the United States. I'm not sure if this is true.
I think the implication of statements like these is that, in the future, the United States might have a very difficult time competing with China.

but for America
there's only total students in that quote
I think the equivalent is separating students and putting them in classes with different levels of "difficulty"
or maybe even putting them in a different school?

honor students don't have all high level classes
they also have a mixture
might depend on the school actually
some schools say you have to enter the honors program
some say you just have to take certain honors courses
I don't know the student population size so that might explain it
Plus only certain students go onto higher education, like they work on making an elite group of students. They only report their better grades.
