Yes it can. If you never had vaginal sex, then you're a vaginal virgin. If you've never had anal sex, you're an anal virgin.

A virgin, by strict definition, is someone who hasn't had sexual intercourse. Sexual intercourse, by strict definition, is as simple as genital contact. It often carries the meaning of genital contact in the sense of a penis and a vagina but it is not reserved to this. So you can tell yourself whatever you want but if you engage in oral SEX, anal SEX, or vaginal SEX, you ARE having sex and are ergo, not a virgin.

I didn't consider oral to be losing my virginity. I consider vaginal sex to be what matters, however, I don't think you should have anal sex to either keep the virgin title, or before having vaginal sex. I didn't say I lost my virginity the first time I gave head, and I don't think most people associate oral with virginities. Plus, I first gave head to someone who didn't mean as much to me, but I gave my virginity to my long-term boyfriend who I love, so maybe I'm a bit biased.
