Not really, many wind-powered machines need a motor to start before they can go on strictly wind power. If you're talking about wind turbines, those things are massive, with each individual blade being 120 ft. long. Most turbines have 3 blades, each weighing 11,500 lbs. (just shy of 6 tons); wind can be very strong but moving 34,500 lbs. is very difficult, so turbines will have a motor assisted start until the momentum of the blades combined with the wind keeps them spinning.
