And why would a person do that? Because that person wants to tell you his/her opinion. He/she has no interest in what you think. Or he/she already knows how you feel and wants to tell you why your wrong and why he/she is right. In any case it's all about him/her. So yes, that is insensitive. It's also self-centered and rude.
