I mean some people are just ignorant. I wouldn't call them "Cowardly" Is a dirt farmer in Africa cowardly because he can't read? No; he's just ignorant of the world.

"Ignorance is bliss" just means "You can't be upset about things you aren't aware of". It's not meant to be helpful or cowardly, it's merely a statement of fact.
