The process of burning something is oxidizing it, burning wood for example is rapidly oxidizing the carbon and creating CO2. Water is already oxidized hydrogen, so technically speaking water is already 'burnt'

More like water is analogous to ash

My buddy would disagree with you. He swears his ex wife has burnt water on more than one occasion while attempting to cook.
