Otherwise- with Russia's same intent of spreading Russian Military power across the North Pole, Russia clearly would have done the same in Antarctica, if they could. And Antarctica, unlike the Arctic Ocean, is stable, only except for the coast. If Russia were to take control of all of Antarctica, and able to launch attacks from such many longitudes, the two sides would become deadlocked, amirite?

Roads actually were concrete in the early 20th century, and they're generally still in pretty good condition. Meanwhile asphalt needs to be re-done almost constantly.
Concrete roads are louder when you drive on them, they wear tires faster, and they're worse for fuel efficiency than asphalt roads. That's the trade off for less maintenance needed for the road itself.
