I think some of this can be attributed to percentages. Like if there was a group of black guys and one white guy, I would describe the white guy as 'the white guy' and I wouldn't describe the rest as black because it's not descriptive in that scenario.

It depends, I live in upstate ny and when you are referring to someone black it makes sense to say "the black guy" because upstate ny is soooo white

Unless its black guys talking about white guys. Then its literally the opposite and completely acceptable. When its Asians talking about Indians, it "Us" and "those guys". Its only offensive if you make it so. If all groups are equal, then its all equal.

Has a lot to do with the area you're in. For instance, we might say the black guy here because there is such a low population of african americans here. I regularly go full days without seeing anyone but white people.
