It is pretty much a hodge podge of words and sentence structure from so many different languages with no hard and fast rules to follow. As a result, it gets pretty chaotic with a lot of unwritten rules that "you just have to know".
Yep! This is why English is so hard to learn as a second language. I Love Lucy did a gut-busting bit on it literally 70 years ago.
