Almost everyone born in the 1900s is dead with some exceptions, such as Kane Tanaka.

Someone who born in 1997 was born in the 1990s.

Someone who was born in 1907 was born in the 1900s.

If that's not so, what would you call the first decade of the 20th century? Or the first decade of the 21st century, for that matter.

And saying someone was born at the tail end of the 20th century makes them seem way older.
