No, 1950s would be mid 20th century. I'd say 1980-1999 is late 1900s.

Someone who born in 1997 was born in the 1990s. Someone who was born in 1907 was born in the 1900s. If that's not so, what would you call the first decade of the 20th century? Or the first decade of the 21st century, for that matter.
