No hunter would go to all the trouble to hunt a deer and leave it. Especially when you can get almost a year's worth of meat from a single one.

I doubt any hunter would leave a deer laying around. People pay A LOT of money to shoot deer. I'm sure any dead deer you see lying around has been hit by a car or died any other way than being shot and left.
