Youtube should let people without accounts, or at least people not signed into them, vote on videos. It would give a better ratio of votes to views. I mean, what's the problem with letting that happen, amirite?

I think they just want people without account to register for one and to minimize "thumbs down" vandalism on videos because of trolls? It's just a theory, but what you said is true.
