I believe that being stupid or smart is a spectrum in which you can be smart in some aspects and stupid in others. We judge based if the stupidity outweights the smartness giving a certain situation. For example a professor with 2 doctorates not getting a meme or not being able to turn on the damn pc.

This is an actual scientific theory, called the Dunning Krueger effect, I don't trust myself to tell you anymore then that apart from the fact that the theory is that the more intelligent you get, the more you start to doubt yourself, which is why stupid people always seem the most confident. It's really interesting and I suggest looking more into it if you'd like :D (apologies if I got anything wrong here, feel free to correct me)
