Doubtful. If you have a billion dollars you're not going to worry about how much an extra kid costs. And it's not like your kids are entitled to any of your money outside of basic living expenses. Money gets put into trusts or it gets doled out.

Your OP is implying that wealthy people would choose to have fewer kids than they would otherwise prefer, for the main purpose of wealth preservation. That idea is silly because the same goal can be achieved by simply not giving them a large inheritance
You specifically mentioned billionaires too (the OP might make sense for millionaires or people with mid level wealth). A billion dollars is a huge amount of money.
I can't think of any situation where a child could be considered anything but incredibly fortunate if they are "only" given a few million dollars and a privileged childhood.
